...how the news organizations can predict winners in states that have 0% reporting.

There are specific districts that News organizations target. These districts provide the key information as to how the state will votes.

For example, if you follow what is happening in Indiana, with only 11% of the vote, the majority of counties with major cities have not released their numbers. Hence, too early.

In Kentucky, there are just not enough democratic voters to make a difference. In Maine, there are not enough Republican.

Another example: Vigo County in Indiana is a traditional bell weather for the state and country. Bush beat Kerry 53-47.

Obama will win it. According to CNN, with 91% of the vote Obama is up 56 to 43.
